Study permit, visa and admission: the difference

Admission is the school’s decision to accept you. A study permit is IRCC’s authorisation for you to study in Canada. If IRCC approves an applicant who needs a temporary resident visa, it issues the visa as part of the process; you do not file a separate visitor visa application. An offer does not guarantee a study permit.

1. Choose a designated learning institution and eligible programme

Your acceptance must come from a designated learning institution, known as a DLI. Verify the school and campus on Canada’s official DLI list. If post-graduation work eligibility matters to you, also check whether the specific programme is eligible for a Post-Graduation Work Permit. DLI status alone does not make every programme PGWP-eligible.

2. Obtain a valid letter of acceptance

Canadian institutions must validate letters of acceptance when IRCC requests confirmation. Do not use an edited letter or pay anyone for an offer outside the school’s official process.

3. Understand the PAL or TAL requirement

Most applicants need a provincial attestation letter or territorial attestation letter confirming that a space is available within the province’s allocation. The DLI usually explains how to obtain it. Quebec applicants use the required Quebec Acceptance Certificate documentation.

From 1 January 2026, master’s and doctoral students enrolled at public DLIs are among the groups exempt from submitting a PAL or TAL. IRCC lists several possible documents. The best file is clear, verifiable and consistent with the applicant’s or sponsor’s financial history.

  • Proof of a Canadian bank account in your name if money was transferred.
  • A Guaranteed Investment Certificate from a participating Canadian institution.
  • A bank education loan.
  • Bank statements for the past four months.
  • A convertible bank draft.
  • Proof that tuition and housing fees were paid.
  • A letter from a person or institution providing money, supported by evidence of the funds.
